Screening of liquid aerosol and gel

European Regulation 297/2010

On April 29, 2011 shall come into force the European Regulation nr.297/2010, which foresees the possibility of introducing liquids, aerosols and gels in restricted areas on board the aircraft provided that the goods have been passed under screening or have been exempted in accordance with requirements stated by the implementing measures adopted under the article 4 paragraph 3 of EC Regulation nr.300/2008.

Enac, in its quality of competent Authority in the field of civil aviation security, as established by Ministerial Decree dated 21 July 2009, intends to make use of the provisions of Article 6 of EU Regulation nr.300/2008, which establishes the possibility, for a Member State, to take security measures stricter than the common basic standards.
Considering, in fact, the current destabilization framework of the North African and some Middle Eastern countries, and given that the types of devices officially tested by European laboratories, apart from some isolated trials, haven't been submitted to a sufficient number of official operative tests in real environment, and that, as stated by some Member States and airports associations (ACI Europe), such equipments would not be fully effective in identifying explosive material, please be informed that the Italian Civil Aviation Authority - ENAC will continue to apply the current restrictions on liquids, gels and aerosols carried in the cabin on board the aircraft.

Other Member States such as France, Netherlands, United Kingdom, would be willing to adopt similar restrictive measures, but the non-application frame of the EC Regulation 297/2010 is likely to further enlargement to other EU countries.
