Classified Goods (Doc. 9284 ICAO)

With reference to art. 8 of ENAC Regulation for not scheduled flights dated 24 April 2007, ENAC clarifies that goods classified as air transportable on the basis of Annex 18 ICAO, shall be freight on scheduled and not scheduled flights to the conditions provided in ICAO Document 9284.

The carrier which applies for a charter flight authorization to transport classified goods must send to ENAC, together with the application and the shipper's declaration, a copy of AOC in order to allow the verification that the carrier is able to perform such a transportation; ENAC will release only authorizations for traffic rights on the relevant route, with the specification that it is acknowledged the type of transport, which shall be performed in compliance with the prescriptions of ICAO Doc. 9284, last edition.

Single Flights or chains of flights for which the pertinent traffic rights have already been authorized can be performed with classified goods on board on the basis of a notification to be sent to the dedicated email addresses:

In this case, ENAC will verify the pertinent requirements in the carrier's AOC, but no specific authorization will be released by ENAC.

Requests of Overflights permissions with classified goods on board must be forwarded together with the AOC of the carrier in addition to copy of the shipper's declaration.

ENAC Air Transport Development Directorate will verify the carrier's qualification to transport dangerous goods. The authorization will be released, for the overflight only, to the carriers of Countries which have not signed the Transit Agreement or with which a bilateral Agreement for air services is not in force, with the specification that the transport of classified goods must be performed in compliance with ICAO Doc. 9284, last edition.

Carriers of Countries which have agreed to the Transit Agreement or of Countries with which a bilateral Agreement for air services is in force, must send a notification which will be acknowledged by ENAC, with the specification that the transport must be performed in conformity to ICAO Doc. 9284.

As far as forbidden goods are concerned, we confirm that ENAC will authorize both traffic rights and the specific transport.

The carrier which intend to transport forbidden goods must present to ENAC the following documentation:

  • AOC
  • Shipper's Declaration
  • Authorization of the Aeronautical Authorities of the Country of the place of origin of the goods when required
  • Authorization of the Aeronautical Authorities of the Country of the place of destination of the goods when required.

In case the forbidden goods origins from Italy, the authorization will be released under the condition that the Authorities of the Country of destination of the goods authorize the transport when required.

This evidence must be supplied before the date of the flight. In case this evidence is not supplied the authorization will be revoked.
