Non-EU Carriers - taxi flight

Annual permission provided by ENAC for flights operated with aircraft having an approved configuration of less than 19 seats

May 17th, 2013 - In the framework of implementing the semplification of the procedures concerning authorizations of flights, ENAC informs about the following:

Starting as from 1st June 2013 for flights operated with aircraft having an approved configuration of less than 19 seats, ENAC will release exclusively annual authorizations, according to the procedure indicated below.
In this connection starting from 1 June 2013 single taxi flights authorizations will be released only for exceptional cases.

As published in ENAC web site, the annual permission will have to be required for all aircrafts supposed to be used for flights in Italy.

The new carriers will have to deposit the following documentation:

  1. Air Operator Certificate (AOC), with attached Operations Specifications;
  2. indication of the registered office mailing address, fax, e-mail;
  3. right of use of aircraft (whether owned, leased - dry lease - or hired - wet lease);
  4. insurance certificate, drawn up on the standard format of ENAC and valid to cover all aircraft to be used;
  5. Security Program and letter of the Civil Aviation Authority of the Country of the carrier certifying that the Security program complies with ICAO Annex 17.

The approval of any new aircraft will has to be submitted 5 days before the date of the flight and the request must include the certificate of insurance and the Air Operator Certificate complete with operation specifications.

For carriers which are already operating in Italy, the request of the annual Authorization must include the insurance certificate, drawn up on the standard format of ENAC and valid to cover all aircraft to be used;

Applications for renewal of annual authorizations must be submitted with a notice of thirty days.

Power of attorney representing

Rome, 3rd May 2013 - To the attention of non-EU companies operating taxi flights (aircraft with an approved configuration up to 19 seats).

With effect from 1st June 2013, the power of attorney representing, issued in favor of companies/brokers appointed by the carrier for contacts with ENAC in order to send documentation and/or to submit applications for traffic rights, may be forwarded on simple letterhead of the carrier complete with all the datas and e-mail contacts of the delegate of the carrier.

Effects from 1st January 2013

With effect from 1st January 2013 requests of taxi flights of Non-EU carriers - planned to/from Italy to Countries outside the EU - to be performed by aircraft having configuration of maximum number of passengers seats less than 20, may be submitted to ENAC to the email address charter.permits@enac.gov.it.

Requests of authorizations must contain the information about type and brands of aircraft used.

Documents to be submitted:

  • AOC, with attached Operations Specifications;
  • Indication of the registered office mailing address, fax, e-mail;
  • Right of use of aircraft (whether owned, leased - dry lease - or hired - wet lease);
  • Insurance certificate, drawn up on the standard format of ENAC and valid to cover all aircraft to be used;
  • Security Program and letter of the Civil Aviation Authority of the Country of the carrier certifying that the Security program complies with ICAO Annex 17.

The approval will be valid for 12 months.

The approval of any new aircraft will have to be submitted 5 days before the date of the flight. The request must include the certificate of insurance and the Air Operator Certificate complete with operation specifications.

Applications for renewal of annual authorizations must be submitted with a notice of thirty days. Request of information/clarification will have to be sent to the email address above referred.

EU Carriers - taxi flight 

With effect from 25th January 2013 taxi flights (performed with aircrafts having configuration of maximum number of passengers seats less than 20) operated by EU carriers - planned to / from Italy to Countries outside the EU - can be performed without an authorization issued by ENAC provided that the certificate of insurance is in course of validity and complying with EU Regulation n.785/2004 and will be available on board with all the other prescribed ICAO standard documentation.

The operator will also have to hold on board the health documentation in accordance to the International Health Regulation of 2005 Amendment 21 and the ICAO Annex n. 9.
