EU reg. 2019\/947?"},"content":{"rendered":"<h2><strong>EU\/EASA Operators<\/strong><\/h2>\n<ul>\n<li><strong>EU member states\/EASA countries operators<\/strong><\/li>\n<\/ul>\n<p>Article 13 \u201cCross-border operations or operations outside the state of registration of EU reg. 2019\/947\u201d sets-out the rules for EU\/EASA member states operators to conduct operations in the SPECIFIC category intended to take place partially or entirely in the airspace of a Member State other than the Member State of registration.<\/p>\n<p>Operators who were granted an operational approval should compile the Application for a cross-border UAS operation\u00a0 in the \u2018specific\u2019 category and submit it,\u00a0at least 30 days before the\u00a0 intended date of operation,\u00a0to the following e-mail address:\u00a0<a href=\"mailto:mobilita.innovativa@enac.gov.it\"><strong>mobilita.innovativa@enac.gov.it<\/strong><\/a><\/p>\n<p>In order to comply with art. 23 of Italian UAS-IT regulation \u201cthe pilot shall plan the flight by means of d-flight website in case of BVLOS operations in accordance with the procedures established by ENAC\u201d.<\/p>\n<p>ENAC established as a procedure the use of\u00a0<a href=\"https:\/\/www.d-flight.it\/new_portal\/\" target=\"_blank\" rel=\"noopener\"><strong>d-flight<\/strong><\/a>\u00a0platform for the purposes mentioned above.<\/p>\n<p>UAS Operator registration number assigned by d-flight platform, in this case, has to be considered only in the frame of the release of the confirmation and not valid as Country registration in accordance with art. 14 of EU Reg. 2019\/947.<\/p>\n<p><strong>Note:\u00a0<\/strong>At the the time of cross border application<strong>\u00a0<\/strong>a fee will need to be payed (309\u20ac for cross border operation + 110\u20ac for airspace reserve, if required)<\/p>\n<p>The payment of the fees can be done via a wire transfer on the following bank account:<\/p>\n<p>Account holder: ENAC<\/p>\n<p>IBAN: IT 29 Q 01005 03309 000000218300<\/p>\n<p>SWIFT\u00a0 BIC: BNLIITRR<\/p>\n<p>A proof of the successful execution of the bank transfer shall be attached to the application for cross border operation.<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>EU Member states\/EASA countries operators following standard scenarios<\/strong><\/li>\n<\/ul>\n<p>Operators in Italy may operate in Specific Category according to Standard Scenario\u00a0<a href=\"https:\/\/www.enac.gov.it\/sites\/default\/files\/allegati\/2020-Ott\/IT-STS-01_URBAN%20Rev.%201.pdf\" target=\"_blank\" rel=\"noopener\"><strong>IT-STS-01<\/strong><\/a>\u00a0and\u00a0<a href=\"https:\/\/www.enac.gov.it\/sites\/default\/files\/allegati\/2020-Ott\/IT-STS-02_NON-URBAN-Rev.%201.pdf\" target=\"_blank\" rel=\"noopener\"><strong>IT-STS-02<\/strong><\/a>\u00a0quoted in LG 2020\/001-NAV (see links) in compliance with European and Italian Regulation.<\/p>\n<p>Operators registered in EASA Countries outside Italy can release relevant declarations on\u00a0<a href=\"https:\/\/www.d-flight.it\/new_portal\/\" target=\"_blank\" rel=\"noopener\"><strong>d-flight<\/strong><\/a>\u00a0platform.<\/p>\n<p>In this case the UAS Operator registration number assigned by d-flight platform has to be considered only in the frame of the release of the declaration and not valid as Country registration in accordance with art. 14 of EU Reg. 2019\/947.<\/p>\n<ul>\n<li><strong>LUC holders<\/strong><\/li>\n<\/ul>\n<p>Il you are a LUC holder please send and email to following address for further details:<\/p>\n<p><a href=\"mailto:mobilita.innovativa@enac.gov.it\"><strong>mobilita.innovativa@enac.gov.it<\/strong><\/a><\/p>\n<p><strong><u>Note:<\/u><\/strong>\u00a0For additional information please refer EASA website \u201c<a href=\"https:\/\/www.easa.europa.eu\/light\/topics\/travelling-drones#:~:text=Drone%20pilot%20certificate%20validity%20across%20EASA%20Member%20States&amp;text=EASA%20itself%20does%20not%20issue,any%20other%20EASA%20Member%20State.\" target=\"_blank\" rel=\"noopener\"><strong>Travelling with Drones<\/strong><\/a>\u201d and the following\u00a0<a href=\"https:\/\/www.linkedin.com\/posts\/easa-european-union-aviation-safety-agency_traveling-with-a-drone-activity-6968896666833698816-cF_e?utm_source=share&amp;utm_medium=member_android\" target=\"_blank\" rel=\"noopener\"><strong>EASA Linkedin<\/strong><\/a>\u00a0webpage<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>UPDATED MITIGATIONS MEASURES AND LOCAL CONDITIONS<\/strong><\/li>\n<\/ul>\n<p>According to\u00a0Article 13 \u201cCross-border operations or operations outside the state of registration\u201d of EU reg. 2019\/947\u201d, the operator of an EASA member state who intends to operate abroad, needs to update its mitigation measures and procedures in order to comply with the local conditions.
