Transfer medical data and medical records procedure for the change of State of Licence Issue (SOLI) for a licence or aeronautical certificate and related ratings and certifications in application of EU Regulation n.1178/2011 ARA.GEN.360 and EU Regulation n.2015/340 ATCO A.010.
Applicants are informed that starting June 26, 2025, pursuant to the new ENAC Fee Regulation, Ed. 3 of September 27, 2024, a fee of €114.00 (€110.00 fixed fee, 2% flat rate, and €2.00 stamp duty) is required to transfer medical data and medical records from the Italian Authority to other EU/EASA Aviation Authorities.
This procedure (SOLI procedure) applies to all cases in which flight or ATCO license holders need to transfer their license from one National Civil Aviation Authority (NAA) to another NAA in an EU/EASA Member State, as part of a change of State of License Issue (SOLI) process, or, if they do not already hold a license, to transfer only medical data to the Civil Aviation Authority the applicant intends to apply for a license to.
The procedure hereby described is initiated by the ENAC Aeromedical Section (AMS) only following a formal transfer request from the applicant and concerns exclusively the transfer of the applicant’s medical data and aero-medical record, in accordance with the provisions of the Air Crew and ATCO Regulation, requirement ARA.GEN.360 and ATCO A.010.
The SOLI change procedure can be initiated to transfer aero-medical documentation:
- from Italy to another Member State (SOLI out);
- From another Member State to Italy (SOLI in).

How do I request the transfer of medical data from ENAC to another Authority?
To initiate the medical data transfer process, you must submit the following documents, completed and signed where required:
- Application form;
- Form for the transfer of medical records (form to be completed online, printed, signed, and scanned);
- Copy of a valid aero-medical certificate;
- Copy of an identity document;
- Evidence of payment of the fee for the transfer of medical data.
No other documentation, such as medical reports, is required in addition to that indicated above.
How do I pay the fixed fee for Online Services?
From June 26, 2025, the effective date of Edition 3 of the ENAC Fee Regulations, the transfer of medical data and medical records from the Italian Authority to other Aviation Authorities (SOLI out) is subject to the payment of a service fee of €114.
You have to log in Online Services section of the ENAC institutional website and pay; once the registration process is complete, search for and select the fee item “Transfer of medical data from Italy to other Member States (SOLI out)”.
How to submit the request?
The request form and its attachments must be sent via Certified Email (PEC) only to the ENAC certified email address protocollo@pec.enac.gov.it.
The subject line of the message must include the following:
- Name* Surname* – Transfer of medical data
N.B.: E-mail with an incomplete or different subject information may result in problems and delays in processing the request.
Please note that requests for activation of the SOLI procedure sent by normal email will NOT be processed.

Pursuant to requirement MED.A.045 (b) of the Air Crew Regulation and ATCO.MED.A.045 (b) of EU Regulation 2015/340, medical certificate renewal/revalidation is possible up to 45 days before its expiration date. If the certificate is due to expire close to the application date, it is recommended to bring forward the renewal/revalidation date for the medical certificate in question.

Pursuant to EU Regulation 2016/679 (GDPR) and national legislation on the protection of personal data, to ensure confidentiality, the processing of personal data by the ENAC Aeromedical Section (AMS) is based on the principles of lawfulness, transparency, and purpose, pursuing specific, explicit, and legitimate purposes, limited to the performance of its institutional functions. Personal data collected by the AMS for purposes related to the SOLI procedure will be processed by AMS staff for the sole purpose of the transfer requested by the owner of the data.
