The role of Enac and environmental protection

Environmental protection is a cornerstone of Enac’s institutional mission, forming one of its five strategic focus areas. In alignment with the international regulatory framework, Enac is committed to fostering the sustainable development of air transportation. Through regulatory measures, certification processes, and supervision, the Authority aims to mitigate pollution from aeronautical operations and minimize the environmental impact of airport infrastructure.

Enac’s environmental governance strategy is guided by the principle of balancing the interests of the aviation sector with the environmental needs of the community.

Enac’s approach to environmental protection encompasses the following priorities: 

  • Harmonizing Development and Sustainability – Promoting competitive growth in the national aviation market while addressing the environmental needs of the community;
  • Fostering Dialogue with Stakeholders – Engaging with users through open communication about objectives, ongoing projects, and potential challenges, encouraging community participation in the shared benefits of sustainable aviation;
  • Collaborating on Strategic Environmental Initiatives – Working closely with the Ministry of Infrastructure and Transport (MIT) and the Ministry of Environment and Energy Security (MASE) to define a strategic path for aviation and the environment;
  • Active International Engagement – Participating systematically in the initiatives of international aviation and environmental bodies;
  • Advancing the Regulatory Framework – Accelerating the development and monitoring of national environmental regulations;
  • Enhancing Civil Aviation Standards – Driving improvements in civil aviation regulation to deliver environmental benefits, aligned with ICAO and EU guidelines;
  • Raising Awareness – Promoting environmental awareness among aeronautical operators and industry stakeholders;
  • Strengthening Research and Innovation – Collaborating with the Ministry of Environment and Energy Security, ISPRA (Italian Higher Institute for the Protection of and Environmental Research), ENAV, universities, and research centres to advance scientific research and technological innovation aimed at achieving high levels of environmental protection.

Enac firmly believes that prevention—through regulation and oversight—is critical in protecting the environment. This commitment extends to supporting interdisciplinary research and technological innovation to evaluate their impact on public health and to establish robust criteria for airport planning and land management.
