The Regulation (EU) 2023/2405 of the European Parliament and of the Council of 18 October 2023 on ensuring a level playing field for sustainable air transport, in short ‘ReFuelEU Aviation’, requires that each Member State indicates a National Competent Authority (NCA) to implement the provisions contained therein.
The Italian Ministry of Transport and Infrastructure has designated ENAC as the competent authority for Italy and ENAC is therefore entrusted with the task of monitoring the correct fulfilment of legal obligations by aircraft operators, aviation fuel suppliers and airport management bodies, making use of the tools made available by DG-MOVE and EASA.

To this end, ENAC has further structured itself through the establishment within the Environment and Sustainable Mobility Department of the ‘National Competent Authority Offi ce for RefuelEU Aviation’, as theorganisational structure responsible for defining and implementing the processes necessary for the correct implementation of the ‘ReFuelEU Aviation’ Regulation. These are summarised as follows:
