BILATERAL AVIATION SAFETY AGREEMENT (BASA) between the USA
and the European Union.
On May 18, 2021, the Bilateral Aviation Safety Agreement (BASA) signed
between the United States of America and the European Union, entered into force. The EFTA States (Iceland, Norway, Liechtenstein and Switzerland) are not parties to the Agreement.
The Agreement applies also to the domain of pilot licences and to the holders of aeronautical certificates issued by the Federal Aviation Administration (FAA) (the civil aviation authority in USA), in accordance with the “Title 14 of the Code of Federal Regulations (14 CFR) part 61”. The corresponding certificates issued in accordance with Regulation EU 1178/2011 and subsequent amendments can be obtained in a simpler way than the provisions of the Regulation EU 2020/723, which amended Regulation EU 1178/2011 by deleting Annex III.
The Agreement applies to aeroplanes only and, in particular, to the following certificates:
1) PPL (A) licence
2) SEP (L) rating
3) MEP (L) rating
4) NIGHT RATING
5) IR SE SP rating
6) IR ME SP rating
The conversion of suc certificates and ratings is therefore obtained by
following the provisions of the technical annex “TECHNICAL IMPLEMENTATION PROCEDURES” LICENSING TIP-L” reported in the link below.
The provisions of the Agreement allow the holders of certificates issued in
accordance with Part-FCL to obtain the same certificates issued by the FAA.
