Please be advised that, starting from September 1st 2024, the ATPL/CPL/IR/BIR theoretical knowledge examinations will be conducted in accordance with Amendment 2024 Rev. 2.

Theoretical knowledge examinations for the issue of ATPL/CPL/PPL/LAPL licences and IR/BIR ratings are currently regulated by Regulation (EU) No. 1178/2011 as amended, whose specific Section III – Part ARA.FCL.300, par. d), expressly provides the need to ensure the integrity of the exams.

Theoretical knowledge examinations for the issue of Sailplane SFCL are currently regulated by Regulation (EU) 2018/1976 amended by Regulation (EU) 2108/358.

Theoretical knowledge examinations for the issue of Balloon BFCL are currently regulated by Regulation (EU) 2018/395 amended by Regulation (EU) 2108/357.

Furthermore, EASA requires that the exam questions be confidential and that property rights be protected (see EASA “Declaration of confidentiality, non-conflict of interest and protection of intellectual property rights”).

As a result, the aforementioned exams can only be viewed in the presence of a delegated ENAC official, who is not allowed to extract a documentary copy in any case.
In accordance with Regulation (EU) No. 1178/2011, Section III, AMC1 ARA.FCL.300, par. g) applicants are allowed to use the following equipment during an examination:

(1) a scientific, non-programmable, non-alphanumeric calculator without specific aviation functions;
2) mechanical navigation slide-rule (DR calculator);
(3) protractor;
(4) compasses and dividers;
(5) ruler.

Theoretical examinations are conducted in Italy exclusively by the ENAC, in accordance with ARA.FCL.300. The related EASA AMC and the disciplinary rules for unfair behaviour apply as stated in Part ARA.FCL.300 (e) and (f).
The procedures for booking and carrying out the exams are shown in ITO 2024/02-LIC (INDICAZIONI TECNICHE E OPERATIVE) which takes into account the modified regulatory and organizational context of the ENAC.

The ATPL/CPL/IR/BIR exams are conducted using an IT procedure, in English, with multiple choice questions selected from the European Central Question Bank (ECQB).

Also the LAPL/PPL/SFCL/BFCL examinations are conducted using an IT procedure, in Italian and in English if requested by the schools.

The ATPL/CPL/IR/BIR exams are managed by the Flight Personnel Department and take place at the HQ offices in Rome, Via Gaeta 3, and at Malpensa Airport. The testing room in Malpensa is located at the ENAC Territorial Department near Terminal 1 (train from Milano Centrale Station or from Milano P.zza Garibaldi.).

The LAPL/PPL/SFCL/BFCL exams are managed by the Territorial Directorates and take place at the HQ offices in Rome Via Gaeta 3 and at the airports of Milano Malpensa, Venezia Tessera, Ancona Falconara and Taranto Grottaglie.
