The “Italian Disability Advisory Board” was established by ENAC in July 2022 to address regulatory, operational, and training issues concerning assistance for individuals with disabilities and reduced mobility.
The Board includes major national associations representing a wide range of disabilities, associations of airport operators, ground handlers, airlines, some airport operators, travel agencies and tourism operators’ associations. These members contribute in both plenary sessions and specialized working groups to share their expertise and knowledge in developing concrete proposals aimed at overcoming barriers to the rights of PRM passengers.
The initiatives undertaken within the Board and its working groups focus on enhancing communication and information accessibility for users, alongside projects brought to the attention of the relevant authorities for consideration, with the aim of fostering improvements or updates to current legislation.

At present, the Board includes organizations such as IATA, IBAR, AICALF, ANGLAT, FISH, FAND, FIABA, ASSOFLY, ASSAEROPORTI, Aeroporti 2030, ASSOHANDLERS, Air Dolomiti, ITA Airways, Neos Air, Aero Italia, FIAVET, ASTOI, FTO, AIDIT, MAAVI, and ASSOVIAGGI, in addition to representatives from the Ministry for Disabilities.

The primary objective of the Board is to promote ongoing dialogue with all the stakeholders and identify concrete, sustainable solutions to challenges, enhance accessibility at airports and onboard aircraft, and improve the quality of assistance services for PRM passengers traveling by air.

Within this framework, two significant projects have been initiated and implemented to raise awareness regarding the right to assistance and to facilitate pre-notification procedure through the appropriate application of IATA codes, which identify the specific needs of PRM passengers.
