State Safety Programme

The ICAO SARPs (Standards and Recommended Practices), specifically in Annex 19, mandate that all Contracting States implement an SSP (State Safety Programme) to establish and maintain an acceptable level of safety performance in civil aviation.

The State Safety Programme - Italy is an integrated set of policies, objectives, and activities aimed at improving safety. It is the programme to meet the State’s Safety Management responsibilities, which includes safety oversight, and it has been jointly drafted by the Italian aviation institutions (ENAC, Ministero dei Trasporti e delle Infrastrutture, ANSV, Aeronautica Militare, ENAV and Aero Club d'Italia). The SSP - Italy conforms to the ICAO SSP framework as per Doc. 9859 (Ed. 4 - 2018) Safety Management Manual (SMM) and the European Aviation Safety Programme (EASP).

Safety Performance Indicators (SPI)

The State Safety Programme - Italy requires Italy to define indicators to measure the Italian civil aviation safety level. Such indicators are defined as Safety Performance Indicators (o SPI), data-based parameters used for monitoring and assessing the acceptable level of safety performance.
