According to the Italian Navigation Code, an aircraft can be removed from the National Aircraft Registry (N.A.R.) if:
- the ownership of the aircraft is transferred to a non-EU citizen or company
- the owner wants to register the aircraft in the registry of another EU member State
- the operator of an aircraft registered according to art. 756 para.2 of the Navigation Code, has returned the aircraft to the owner
- the aircraft is destroyed
- the aircraft has been scrapped
The ownership of the aircraft is transferred to a NON-EU citizen or company
Exclusively in this case, the Italian Navigation Code imposes an obligation to advertize that the aircraft is going to be canceled. This notice must be published for 60 days. During this period, potential creditors of the registered owner can claim their rights and the aircraft shouldn’t be canceled. If within the above terms no formal objection is promoted, the aircraft will be canceled at the expiring of the period.
In case of urgency, the deregistration is immediately effective if the owner entrusts a guarantee in favor of ENAC equal to the value of the aircraft; this value is established by an Expert appointed by ENAC. If no formal objection is promoted, the guarantee is released after 120 days from the publication of the notice.
Documents for de-registration:
- ENAC Form CA-prn/URA filled and signed by the registered owner
- purchasing contract, in Italian language or translated, signed by the seller and by the purchaser. Both signatures must be certified in accordance with the Italian Law If the contract is stipulated in Italy, it must be registered at an Italian Tax Office (Agenzia delle Entrate)
- proof of the new owner nationality / citizenship:
- company: the Legal Representative must declare its nationality.
According to the Italian Navigation Code, the nationality of a Company is determined by the State of corporate registration AND by the nationality of the majority (≥ 51%) of the company capital holders. In case of non stock corporation, its nationality is determined by the nationality of the President, the majority of the Administrators and the managing Director.
The Legal Representative must declare the nationality of the Company according to the above mentioned criteria. - natural person: copy of the ID card / passport
- company: the Legal Representative must declare its nationality.

The owner wants to register the aircraft in the registry of another EU member State
Only the owner registered in the Italian Aircraft Register can apply for de-registration of the aircraft. Pay attention: if the cancellation is requested by an owner different from the one registered, he must previously register the change of ownership (see change of ownership procedure).

The operator of an aircraft registered according to art. 756 para.2 of the Navigation Code, has returned the aircraft to the owner
This is the case of an aircraft owned by a non-EU subject and registered by an EU operator, authorized to use it under a Commercial License issued by ENAC. The de-registration occurs when the lease agreement expires.
Documents for de-registration:

- original or authenticated copy of the minutes of the aircraft redelivery to the owner, signed by both people (operator and owner)

The aircraft is destroyed
Documents for de-registration:
- ENAC Form CA-per-dem/URA filled and signed by the registered owner
- statement on the conditions of the aircraft issued by the relevant ENAC Operations Division or documents proving that the aircraft is destroyed and that the police investigation is closed
- original of Italian Certificate of Registration or statement of loss
- payment receipt of ENAC fees (€ 222,00) – see ENAC bank details
The aircraft has been scrapped
Document for de-registration:
- ENAC Form CA-per-dem/URA filled and signed by the registered owner
- statement of demolition issued by the relevant ENAC Operations Division
- original of Italian Certificate of Registration
- payment receipt of ENAC fees (€ 222,00) – see ENAC bank details
